15.6.1 Requirement for providers of security equipment to hold valid licence

In accordance with the Private Security Act 2004 and the Private Security Regulations 2025, any third-party service provider providing security equipment or related services must hold a current Private Security Business Licence issued by Victoria Police where the services relate to prescribed security equipment.

Prescribed security equipment includes:

  • security camera systems
  • security audio systems
  • security audio or visual recording systems
  • security alarms
  • security alarm monitoring systems
  • safes
  • vaults
  • security intrusion detectors including motion, infrared, microwave or contact detectors
  • electric, electro-mechanical, magnetic or biometric access control devices (other than stock, inventory or product loss prevention monitoring devices).

All third-party service providers of safety-related expenses should provide evidence of their licence issued by Victoria Police.

This however does not prevent an applicant from buying and installing their own security systems and applying to the FAS for the cost of the safety-related expense. If they use a third-party service provider however, they must comply with these requirements.
